As part of the Episcopal Communities & Services family of organizations, Creative Housing & Services has provided unparalleled affordable housing management services since 1986. We specialize in the management of affordable homes for seniors in the Southern California area. Part of our mission is to develop professional and caring relationships with those we serve: community owners, residents, the greater community and our co-workers.

Here’s an overview of what Creative Housing & Services can offer you:

Property Management

CHS provides exceptional systems for day-to-day management of operations. We pay close attention to every detail in a resident’s file, while offering preventative and daily management of the physical plant. This is in addition to the outstanding activities led by the Creative Living Plus team.

Compliance and Occupancy Management

CHS pays attention to details to ensure all communities are in compliance with state and national agencies.

Resident Certification

The site manager reviews assets and incomes of all applicants to determine compliance with the income limits established for the property. Existing residents are recertified as required by applicable authorities.


Compliance Monitoring Experience

We handle all compliance issues, including reporting, billing, distribution, and processing responsibilities to all other agencies with jurisdiction over the project. This includes:

    • Tax Credit Allocation Committee (TCAC)
    • U.S. Department of Housing and Urban Development (HUD)
    • Tenant Rental Assistance Certification System (TRACS)
    • Enterprise Income Verification System (EIV)
    • Quarterly and Annual Certifications

Financial Management

CHS is part of the Episcopal Communities & Services (ECS) family of organizations. ECS has been providing housing and services to seniors for more nearly 100 years and received an A- rating from Fitch. The ECS corporate office enables CHS to efficiently and expertly manage project finances, including:

    • Payables and Receivables
    • Insurance Portfolio Management
    • Standards and Procedures
